Empower Texans Head files Criminal Complaint against former Texas Ethics Commission Vice Chairman

Austin, TX—This morning Empower Texans President Michael Quinn Sullivan filed a sworn criminal complaint against Tom Harrison, former Executive Director and Vice-Chairman of the Texas Ethics Commission, with the Travis County District Attorney’s Office.

“Tom Harrison should be investigated and charged with knowingly violating state law while serving on the Texas Ethics Commission,” said Sullivan. “He abruptly resigned from the TEC this summer after we demanded emails he exchanged with legislative offices from his position with the quasi-governmental Texas County and District Retirement System, and now we know why.”

The complaint filed by Sullivan alleges Harrison knowingly violated Texas Penal Code Section 36.09, which forbids anyone from conferring “any benefit on a public servant that he knows the public servant is prohibited by law from accepting.” The over-100 page complaint includes evidence of Harrison’s illegal gifts to key legislative staff while promoting legislation beneficial to his employer.
