The Two Faces of the Deep State

Recently there has been a lot of discussion of the “Deep State.” The exposure of deep hatred and bias against President Trump by members of Robert Mueller’s special counsel team has fueled this. It is important to understand the two common, but very different, definitions of the “Deep State.”


The first definition of the “Deep State” supposes that an actual government entity exists to subvert the will of the people and increase government control. This began as a conspiracy theory that a clandestine group of people control all aspects of the government. Elected officials in this case are simply figure heads, but they don’t actually create government policies.

This definition is the one typically used by conspiracy theorists on Reddit and 4chan. There is no real evidence supporting this idea.


The second definition claims government bureaucrats work to increase government, but not that there is an actual entity calling the shots. Individuals within the government push their own policy agendas, regardless of the decisions of elected officials.

When journalists discuss the “Deep State,” this is typically the definition to which they are referring. There has also been some evidence of this version of the “Deep State.”


John Brennan, President Obama’s CIA Director, stated conference this summer that “it’s the obligation of some executive branch officials to refuse to carry out some of these orders that are again inconsistent with what this country is all about.” It doesn’t matter that the American people elected Donald Trump. It doesn’t matter what his reasons are for implementing policy. If these unelected government bureaucrats think it’s a bad policy, they should not listen.

Next, an FBI Agent, Peter Strzok and FBI Lawyer Lisa Page recently had some of their anti-Trump text messages released. Both had worked on Robert Mueller’s investigation into Trump-Russia collusion, and clearly hate the President. In one message, Strzok wrote:

I want to believe the path you threw out for consideration in [Deputy FBI Director Andrew McCabe]’s office that there’s no way he gets elected — but I’m afraid we can’t take that risk. It’s like an insurance policy in the unlikely event you die before you’re 40…

This revelation is still under investigation, but may signify that they were planning to work against President Trump.

Stroke was also a key figure in the investigation into Hillary Clinton’s private email server.  During this investigation Page said to him “So look, you say we can text on that phone when we talk about Hillary because it cant be traced” implying there was something to hide.

Additionally, about 95% of campaign donations from Federal Government employees in 2016 went to Hillary Clinton.

The common definition of the “Deep State” accounts for a massive federal bureaucracy that’s full of liberals wanting bigger government. These employees work towards their own goals, regardless of what American citizens or elected officials want. There is no evidence of a grand conspiracy with shadowy figures pulling the strings, but individuals ignoring elected officials to push their own policies seems much more plausible.
